Further to representations which have been made by the Guild on the above subject, and your reply of 22nd February last, we may say that a copy of your communication together with the report of the Coast Inspector, Shanghai, was forwarded to our representative, Mr. L.A.W. Brooks, who has again urged us to approach you on this subject, and for the information of the Foreign Office we are forwarding herewith copies of communications recently received from him.
